Planned cuts to the The Global Fund to Fight AIDS, Tuberculosis and Malaria

What’s at stake and why Germany must show responsibility now
With our position paper, we highlight what is at stake: The planned cuts to Germany’s contribution to the The Global Fund to Fight AIDS, Tuberculosis and Malaria would not only endanger millions of lives but also undermine Germany’s credibility in global health policy.
We show the achievements the Global Fund has made so far, and we set out the dramatic losses in lives, infection control, and economic progress that would result if Germany pulls back. We make clear how these cuts would specifically affect the fight against HIV, tuberculosis, and malaria — and how they would weaken crucial community structures that provide care, protection, and fight discrimination.
At the same time, we assess the political consequences: Withdrawing support from one of the most effective multilateral instruments in global health financing would be short-sighted, counterproductive, and a disastrous signal in a time of global crises.
We therefore call on the German government and the German Bundestag to reverse the planned cuts.
For the eighth replenishment of the Global Fund, we calculate Germany’s fair contribution for 2026–2028 at €1.8 billion. Any contribution below €1.4 billion will inevitably jeopardise life-saving programmes and cost lives.
