- Virtual elimination of mother to child HIV transmission by 2015 is now within reach if current rates of progress by Global Fund-supported programs and other efforts are maintained. Malaria may be eliminated as a public health problem within a decade in most countries where it is endemic. Tuberculosis prevalence in many countries is declining and the international target of halving TB prevalence could be met by 2015.

October 2010: Global Fund Replenishment Meeting Ends with Massive Funding Shortfall: Millions of Lives Hang in the Balance

New York, October 15th, 2010: At the conclusion replenishment meeting of the Global Fund to Fight AIDS, Tuberculosis and Malaria today in New York, donors fell far short of investing the $20 billion needed to fully fund the fight against the three pandemics.
Instead of the doubling of funding commitments needed to accelerate HIV, TB and malaria program scale up, countries announced initial increases averaging approximately 25% --or, in the case of some donors, did not pledge at all. This shortfall, unless corrected, will mean that the Global Fund will have to reject high quality country proposals, and dramatically slow down the pace of scale up.
End of September 2010: Against Aids, Malaria, Tuberculosis - The Protests for the full Replenishment of the Global Fund continue!
On September 28, 2010, protests were organized in Cape Town and New York City - and also in Berlin and Bremerhaven – as part of the Global Week of Action. In Bremerhaven, in the north of Germany, more than a 100 young people gathered to dance for just health policies all around the world.
Action against AIDS Germany had organized the protest action together with Dance4Life, the world's largest Youth movement against HIV/AIDS and the Youth Project Peer Up! Please visit our our photo gallery of the dance for life in Bremenhaven.
MSF also hosted a mini-campaign in Berlin as part of the Global Week of Action. With the banner “Against AIDS, Malaria and Tuberculosis: No Cuts but Raises for the The Global Fund” the campaigners demonstrated in front of the Federal Ministry for Economic Cooperation and Development.
Demonstrators also gathererd outside the German Consulate in Cape Town and called for the full replenishment of the Global Fund to Fight AIDS, Tuberculosis and Malaria! All details on the web site of the Treatment Action Campaign of South Africa.
In addition, we launched a little Twitter action, asking several German Members of Parliament if they plan to hold their promises with regards to the funding of the Global Fund. You are invited to retweet our messages.
Update on the Global Week of Action in South Africa from TAC
In Cape Town the picket was at the German consulate. 600 people attended and the following partners were present in the picket: TAC, ARASA, WAC, Congress of South African Trade unions and MSF.
The TAC Western Secretary was supposed to hand over the memorandum to the Head of Economic Cooperation, Mrs Koch, who was meant to accept the memorandum. Instead the Consul General came out and the TAC General Secretary summarised our demands and offered them an opportunity to say a word.
He said “ Germany is still committed to the fight against HIV and TB and they further have increased their support to South Africa but he would not sign the memorandum.
After the German consulate picket, the French consulate called and said that they had heard about the demonstration and that they would like to meet to discuss the French government commitments to the global fund.
In Johannesburg we had a picket outside the Italian Consulate, which was attended by 250 and local partners like COSATU and SAMAC. Initially the Italian Ambassador refused to come out and so the TAC Gauteng Provincial and Deputy Chairperson went inside where he read and signed the memorandum. The ambassador did not want to come out and so he sent Mr Dario Armini, the First Secretary. Mr Armini acknowledged that Italy had not made payments since 2008, but said the payment would be made before December.
He also said that Italy would pledge to the Global Fund at the replenishment conference. TAC said that if they did not pledge that they would come back and picket.
September 2010 Protest Week: Against Aids, Malaria, Tuberculosis. No Cuts but Raises to the German Funding of the Global Fund!
The federal government of Germany must ensure that this year's replenishment conference of the Global Fund against AIDS, malaria and tuberculosis at the beginning of October 2010 will be success. This presupposes that Germany distances itself from its own plans to reduce Germany's funding of the Global Fund. This was demanded by the Association of German Development NGOs (VENRO) and Action against Aids Germany.
Civil society organizations protested on 9-15th September jointly before the Federal Chancellery in Berlin against the planned cuts. "A reduction of the German contribution to the Global Fund is not acceptable. That would mean a severe setback for the international HIV / AIDS fight,"said Sonja Weinreich, spokeswoman for the VENRO section health. Million people were affected, mostly mothers and their children.
Former UN Secretary General Kofi Annan visited the protest week of the Action against Aids Germany and other Germany civil organisations at the Federal Chancellery in Berlin on September, 10, 2010. HIV-positive, malaria and tuberculosis patients were waiting in front of a treatment tent. An imitation of Chancellor Angela Merkel announced cuts to the German funding for the Global Fund and closed the treatment tent. The people waiting in the queue protested in vain - and subsequently died.

- The purpose of the meeting, hosted by the government of Spain in Cáceres, 30 March – 1 April 2009, was to review the results of the Fund and to raise additional resources for the current replenishment period. The meeting did not result in any additional pledges, apart from a miniscule commitment of $13 million additional from Spain. Germany's representative expressed some positive indications that they are 'willing to consider' additional contributions.
- What was particularly troubling about the meeting and the behavior of donors, was the fact that each of them warmly welcomed the results presented by the Global Fund Secretariat, and congratulated the accomplishments of countries so far. Then, in the same breath, they claimed they could not, or would not, find resources so that the Global Fund can continue to fund performing grants and support scale up in line with the Fund's goals and with the target size we agreed to of $6-8 billion by 2010.
