Germany's Contribution to fighting HIV/Aids

The alliance Action against AIDS Germany with more than one hundred member organisations and about 280 community-based groups advocates that Germany has to fulfil its obligation as an economically privileged industrialized country and thus to pay an adequate contribution for the control of the global HIV epidemic. For this reason, Action against AIDS Germany wants to motivate the public to apprehend the threat posed by HIV/AIDS without any prejudice and to realize the necessity to respond with solidarity and resolve. Public pressure is required so that officials and institutions which bear political responsibility take the correct decisions and initiate the necessary interventions.

This Position Paper describes Germany's current priorities and actions for achieving this goal and how it will contribute further to its attainment in the coming years.

What are the central tasks of the international community? What is the need for development assistance altogether and also for certain areas of funding such as for the control of the HIV crisis? To what extent do the efforts so far live up to the challenges and obligations? Yet it is also necessary to analyse the question which decisions and actions will jeopardize the realization of the internationally agreed targets.

The present report wants to contribute to find answers to these questions. It focuses on the assessment of Germany’s role within global efforts to tackle the HIV crisis. For this purpose an analysis was conducted of the fundamental documents and statements made by political officials on the central issues. In order to determine the financial
contributions data from relevant information systems was compiled, reviewed, and evaluated applying a special methodology developed for this type of studies.

      • Second Civil Society Appraisal on Germany’s Contribution to the Implementation of International HIV/AIDS Commitments 2006 / 2007 (PDF)
      • This report of Action against AIDS Germany was ahead of the United Nations High-Level Meeting in June 2008 at which the implementation of the UN Declaration of Commitment on HIV/AIDS will be reviewed. It comprises a civil society shadow report and critical appraisal of the German government’s political activities and financial contributions to meet its international obligations in the fight of the global epidemic.
        The report is divided into two main parts, as was the first civil society review in 2006. Part 1 examines to what extent the German government contributed to the implementation of the main target – universal access to prevention, treatment, are and support for all people in need by 2010 – and how far it has assumed political responsibility. This comprehensive target was set out in the Political Declaration adopted at the UN High-Level Meeting on the implementation of the Declaration of Commitment in June 2006 in order to reaffirm and continue the engagement. The German government made real efforts in the years 2006-2007. Concepts and strategies were developed further, civil society recommendations were taken into account and the dialogue with NGOs did improve. Nevertheless there still remains a gap between statements of intent and the actual implementation of well postulated political targets. The implementation must crucially be ensured by the provision of substantially increased funding for health in general as well as for specific HIV prevention, treatment and support interventions.
        However, Action against AIDS Germany confirmed that the German governments` political will to fund HIV/AIDS interventions in the global fight against the epidemic still remains far behind its potentials as an economically privileged country. Although it acknowledges a resource increase during the past years, it is not sufficient to match international commitments, as is shown through a detailed analysis developed in part

        • Birte Rodenberg
          Dr. Birte Rodenberg is a sociologist and works as consultant and lecturer in international development policy with a focus on poverty reduction, gender and health. From 2000 to 2003 she worked at the German Development Institute. Since January 2007 she has been a policy consultant of Action against AIDS Germany. Since 2004, she has been a member of the scientific advisory board of the children’s rights organization terre des hommes. She has published on issues related to development and gender politics.
        • Sonja Weinreich
          Dr. Sonja Weinreich is a medical doctor and public health specialist. From 1995 to 2000, she worked in primary health care in Zambia and 2001 to 2007 as HIV/AIDS advisor to the German protestant development cooperation. Since 2008 she has been Senior Health Advisor at Protestant Church Development Service (EED). She is a member of the NGO delegation to the Programme Coordinating Board of UNAIDS and has been a member of the civil society delegation to the board of the Global Fund to fight AIDS, tuberculosis und malaria. She is working as volunteer with Action against AIDS Germany and has published on HIV/AIDS.
        • Joachim Rüppel
          Joachim Rüppel is a sociologist and has worked as an advisor for Spanish- and Portuguese-speaking countries at the Medical Mission Institute since 1993. From 1985 to 1992, he did research and consultancy activities on rural development issues in Central America. He provides consultancy services in Latina America and Africa and has worked with Action against AIDS Germany as a volunteer. He has published on epidemical, social and economical aspects of the HIV epidemic.
        • Stefan Jankowiak (editor)
          Stefan Jankowiak is a social worker and journalist. Since June 2007, he has been the manager of the campaign office of Action against AIDS Germany. He worked for the Church Development Service (EED) in Nicaragua for several years, where he worked with health sector partner organizations on campaigning and public relation issues.
